The idea of a world championship for rugby was originally conceived in the mid-20th Century. In 1984, an International Rugby Board feasibility study was conducted. The tournament was first proposed in June 1983 by Australia. Two proposals were rejected, but the idea was revived by the IRFB in the 1980s. In 2009 the International Olympic Committee (IOC), approved including rugby in the Olympic Games. In 1988, England and Scotland hosted the first international rugby match. The tournament was also held in Japan the year after, making Japan the first Asian team to host it. This was also the first year that all matches were played in one country.

The International Rugby Board had a vote about the idea of a world championship. It passed 10-6. Two proposals were rejected. The IRFB however, was convinced by the merits and approved a world-cup proposal in 1985. Initial competition was limited to 16 nations. Later, it was increased to 20. New Zealand won the four Rugby World Cups that were held during the tournament. In addition to winning the tournament, the All Blacks became the first team to win the title three times, and became the first team to defend the title.

England and New Zealand had been beaten home and away for the past year. England was expected to win the tournament. The Quarter Finals were not their turn, and Wales was eliminated in Semi-Finals. However, England came close to defeating Australia in the final. Elton Flatley kicked the penalty. Chris Wilkinson landed the drop-goal, winning the match. It was a momentous moment in the sport's history.

The idea of a world Cup was revived after the initial IRFB decision. The IRFB consulted with its member unions to establish how it would work. However, the idea was deemed unnecessary, as the IRFB did not want member unions to participate in the world championships.

In December 1984, an International Rugby Board feasibility study was initiated. This study was done to determine the cost, schedule and logistical requirements required for a world-cup. South African delegates were also consulted about the possibility of a world Cup by the IRFB. South Africa's apartheid system had previously boycotted international sport. It wasn't until the end of apartheid did the IRFB allow South Africa to rejoin the competition.

New Zealand was the dominant force at Rugby World Cups during the tournament. They were expected to win for the fourth consecutive time. They won in 1995, 1999, and 2006.
